“Federal Structure” versus National Counter Terrorism Centre(NCTC) under the Indian Constitution

The political ravings of some States on the proposal of establishing the “National Counter Terrorism Centre” (NCTC) have caused political ripples on the term “federalism” in our Indian Constitution. The main thrust of populist slogan is that centre (India) is Federal in the true sense and each ‘unit’ (State) is sovereign in its sphere in our Indian Constitution. According to claim of some States (units) in India, the centre is a Federal Government and the States (units) are independent States having sovereign power as in the case of American Federalism. In the context, the term:” Federal” or “Federalism” has to be scanned in the position of “Union of States” in the Indian Constitution and the Federal Government and the States in the American Constitution.
