The Law Ministers Conference

There has been a conference of the Law Ministers of the various States in India where our Prime Minister and other Ministers have made speeches, the main trend of which happens to be that justice should be speedy as well as inexpensive; but the hard fact remains that during all this period the justice has been made dearer and dearer by the Government. During the last few months the court-fee in the Punjab has been raised by 33 p.c., and where under the Indian Court-fees Act there was a sliding scale from 7-1/2 p.c. reduced to even 2 p.c. and with a maximum of Rs. 2,000, now the fees are charged upto 15 per cent. without any maximum. The ‘fees’ have been made a source of ‘revenue’. If this is cheapening justice, some other word for this will have to be found. It is argued that expenses of administration have increased but the value of the litigant’s money has not increased and increase of percentage cannot be understood.
