There appeared a news one day in the newspapers that “the Uttar Pradesh Assembly today unanimously decided that a warrant should be issued for the arrest of Mr. H. D. Mistri, Acting Editor of Blitz during Mr. R. K. Karanjia’s recent absence in China, to enforce his presence before the House to answer the charge of breach of privilege of the House, levelled against him.” The alleged warrant issued by the Speaker. Legislative Assembly, Uttar Pradesh, purported to read as follows:
“The Commissioner of Police, Bombay.
Whereas Shri H. D. Mistri,, Printer and Publisher, Blitz Publications, Sanj Vartman Press, Appollo Street, Bombay, stands charged with the contempt of the Speaker and the House, (viz., Legislative Assembly of the State of Uttar Pradesh), and whereas the House has resolved that he should be produced before the Bar of the House to answer the charge, you are requested to take Shri H. D. Mistri in custody and produce him before the Bar o ....
