The constant interaction between the individual and the society creates an environ that propagates a social order. Co-existing in such an atmosphere is crime, a behaviour contrary to the prevalent moral and a social thinking of the community. Such a society requires a developed criminal justice administration to attain public order.
Preservation of a just society brought forth the concept of punishment to satisfy the public sense that the sufferer is to receive a definite benefit under law, unfortunately this concern gives way to the fact that the offender must pay hi- debt to the society. Thus the victim is relegated to being a mere evidence body to prosecute the offender and is left at his own fortune without any proper remedies.
In early law an injured person or his relative could extract similar vengeance from the wrong doer (blood feud) or instead demand blood money. As a matter of fact financial penalties seemed a better alternative to the other victim retaliat ....
