( A ) Karnataka Education Act (1 of 1995) S. 145 — Karnataka Residential Educational Institutions Society (Cadre and Recruitment) Regulations (2011), Regn. 2 — Appointment — Post of drawing teacher — Recruitment Rules clubbing candidates possessing different qualifications into single category — Validity — Candidates possessing qualifications of Bachelors Degree in Fine Arts, Masters Degree Certificates, SSLC, Diploma in drawing and painting or Art Master examinations had no commonality but were pooled together into common stream for recruitment — Rule making Authority had kept in mind purpose and object behind recruitment of Drawing Teacher which was to teach students by imparting effective training and education to them — Rule making Authority had prescribed that person possessing Masters Certificate in fine Arts or Bachelors Degree was suitable to discharge duties of drawing teacher as well as those possessing Diploma in Drawing and Painting — Rules framed were not arbitrary as clubbing candidates with different qualification into single category had reasonable nexus with object and purpose sought to be achieved — Recruitment Rules, valid. ( B ) Karnataka Education Act (1 of 1995) S. 145 — Karnataka Residential Educational Society (Cadre and Recruitment) Regulations (2011), Regn. 2 — Appointment — Validity of Recruitment Rules — Challenge as to — Ineligible candidates had participated in selection process and had not challenged validity of Rules before completion of selection process — Ineligible candidates could not assail selection process and Recruitment Rules after entire process was completed as it would amount to annulling entire process.
